Career history:

Hiroshi Kuniyoshi joined the Ministry of International Trade and Industry in 1984. He has held various government positions, including at the Agency of Natural Resources and Energy. He has also worked at the United Nations Industrial Development Organization in Vienna, and from 2006 to 2009 he was a professor at the Tokyo Institute of Technology.
Since September 2012, he has served as an executive director of the NEDO, where he is in charge of the Smart Community Department and the International Affairs Department. Concurrently, he serves as Secretary General of the Japan Smart Community Alliance (JSCA). He has also served as Vice Chair of the Global Smart Grid Federation (GSGF) since summer 2014.

ADEME role in public funding for innovation in low carbon technologies

Career history:

• François Moisan is executive Director of Strategy, Research and International Affairs and Scientific Director of ADEME, a public agency in charge of implementing French policies in the field of energy efficiency, renewable energy and environment.
• François Moisan is involved in energy efficiency policies for more than 30 years and participated to several national and international committees in charge of energy efficiency policies. He is presently in charge of managing a public fund (3 billion €) operated by ADEME dedicated to support innovation in low carbon technologies promoted by companies.
• He is Chair of IPEEC (International Partnership on Energy Efficiency Cooperation) Executive Committee since September 2013.
• He was Chairman of the energy efficiency working party of the International Energy Agency (2002-2004).
• In 1999 he was co-founder of the European Council for an Energy Efficient Economy (ECEEE) and was elected Chairman of ECEEE (2002-2006).
• He is presently Chairman of the Energy Efficiency Committee of the World Energy Council.
• François Moisan is Electrical Engineer (Ecole Supérieure d’Electricité de Paris, 1972) and Doctor in Economic Science (Université de Grenoble, 1983).
• He is “Chevalier de la légion d’honneur” and « Chevalier de l’ordre du mérite » in France.

Funding Science to Innovation: Lessons from Thailand

Career history:

Dr. Chairatana (PAC) is Director of National Innovation Agency (NIA). Prior to this, he was founder of Noviscape Consulting Group, and co-founder and program chair for Technology and Innovation Management at Graduate School of Man agement and Innovation (GMI), King Mongkut’s University of Technology Thonburi (KMUTT). PAC is a member of the International Editorial Board of the Asian Journal of Technology Innovation (AJTI) and Associate Editorial Board for African Journal of Science, Technology, Innovation and Development (AJSTID). As futurist, he has involved with various regional scenario buildings and future exercises since the late 1990s. For example, PAC took part in consulting Viet namese authority on Aquaculture Foresight. He facilitates various scenarios and roadmapping projects; e.g. a low carbon society in APEC, nutraceutical and automotive electronics roadmaps, a restructure of Ministry of Science and Technology, a shift in Thai lifestyle, and a future of Thailand 2020, including a management of a regional program on Mega-cities foresight in Asia .He also involves with horizon scanning network of the Rockefeller Foundation.

Singapore Energy Research, Development and Demonstration Funding Strategy

Career history:

• YEOH Lean Weng is Director of Energy and Environment Research Directorate, National Research Foundation. Lean Weng is responsible for management of Singapore’s national R&D programmes in energy and environmental sectors to meet national needs. He is responsible for developing and strengthening Singapore’s RD&D capabilities and to foster innovation to meet Singapore’s long-term energy and environmental challenges.
• Lean Weng received Bachelor (with Honours) and MSc degrees from the National University of Singapore (NUS) in 1983 and 1987 respectively. He further obtained two Masters (with distinction) in 1990 and a PhD degree in Electrical Engineering in 1997 from the Naval Postgraduate School (NPS). He attended the Program for Management Development at Harvard University in 2003.
• Lean Weng is active in the Singapore engineering professional and academic circles. He is Vice President of the Institution of Engineers, Singapore (IES); Dy Chairman of IES Chartered Engineer Board (Systems Engineering); founding Chairman of the IES Certified Systems Engineering Professional, Executive Committee Member of the Asia Pacific Council on Systems Engineering, President of the INCOSE Singapore Chapter from 2009 to 2011 and Vice President of IES from 2008 to 2011. He has co-authored numerous professional publications. He is a Fellow of INCOSE, the first fellow in Singapore. He is concurrently an adjunct professor of NUS.
• Lean Weng is a recipient of the Singapore Public Administration Medal in 2001 (Bronze) and 2008 (Silver). He was conferred the Defence Technology Prize in 1992, 2004 and 2007, the last of which was an individual award for C4I development, large scale systems engineering and technology leadership.

Accelerating energy innovation in the UK

Career history:

• Professor John Loughhead OBE FREng FTSE is the Chief Scientific Advisor at the Department of Energy and Climate Change (DECC). John joined DECC from the position of Executive Director at the UK Energy Research Centre (UKERC). Prior to that John was Corporate Vice-President of Technology and Intellectual Property at Alstom. Until recently, John was the UK-China Science Focal Point for Energy and Renewables and a member of the European Energy Research Alliance Executive Committee.
• John has been active in energy systems research for over 30 years, developing new generation, conversion and system technologies, and has had extensive interactions with UK and international Government bodies on energy policy and technology development.  
• John is a graduate in Mechanical Engineering from Imperial College, London, where he also spent five years in computational fluid dynamics research.   He is Past-President of the UK’s Institution of Engineering and Technology, Fellow of the UK and Australian national Academies of Engineering, Professor of Engineering Cardiff University and Fellow of Queen Mary University of London.

ARPA-E Overview: A Unique Model for Funding Innovative Energy Research

Career history:

• Shane Kosinski is the Deputy Director for Operations for the Advanced Research Projects Agency-Energy (ARPA-E) in the United States Department of Energy (DOE), responsible for oversight and operations of the mission of ARPA-E as well as all ARPA-E programs.
• In this role, Kosinski develops flexible management processes to create visibility for the clear oversight of more than 300 active research projects. As Head of Contracting Authority (HCA) for ARPA-E, Kosinski established and staffed a new independent procurement office completely internal to ARPA-E.  In 2009, Kosinski was selected to lead the efforts of establishing the ARPA-E office as a new agency within the DOE.  In this role, Kosinski created and enacted the organizational capability to effectively and efficiently obligate a 1400M initial budget.  As the first employee of ARPA-E and the Acting Deputy Director, Kosinski led ARPA-E’s first Funding Opportunity Announcement (FOA), which provided 1150M to 37 transformational energy projects that could one day change the way the U.S. produces and uses energy. 
• Prior to his work at ARPA-E, Kosinski worked in the DOE’s Office of the Chief Financial Officer. During this time, he led several agency-wide efforts for the 2009 Presidential Transition and the American Recovery and Reinvestment Act of 2009. Kosinski’s work focused on complex policy and financial issues impacting the Department.
• Kosinski joined the federal government through the competitive Presidential Management Fellows Program (PMF, formally the PMI, program) and began his federal career as an Economist at the Treasury Department. During this time, Kosinski held several positions that focused on streamlining and improving Department-wide management operations.  
• Kosinski has a B.S. in Economics and Biological Science from Binghamton University. He also earned a M.A. in Economics from the University at Albany.
